ALBANY — A Request For Proposal to create a rent review program was approved by the City Council March 6.

The RFP is the next step in Albany’s attempts to deal with soaring rents. The city’s Social and Economic Justice Commission recommended action last year.

The city is looking for an organization that can help it draft a rent review ordinance and administer the program. It would provide tenant-landlord counseling and mediation, provide outreach and education on rent issues, process tenant applications and prepare legal notices and technical analysis of each case….
