The Albany Property Rights Advocates (APRA) is committed to supporting policies that improve the city, increase the quality of housing and promote affordable housing, while protecting the rights of rental housing providers. Housing in the Bay Area is expensive, but rent control policies have a number of negative consequences and are not the answer. APRA believes solutions for affordable housing can be implemented where everyone is part of the solution.

President
Peter Campbell
retired from the real estate industry in 2010. Prior to his retirement he owned a successful real estate company in Berkeley for 35 years. For the last 37 years he has proudly provided rental housing for Albany residents.

Vice President
Reza Sirafinejad
is an East Bay native who has helped his parents manage their rental property in Albany for more than two decades, providing housing for four families. He and his parents take a great deal of pride in maintaining their property and renting their apartments at reasonable rates. His parents depend upon the income generated by that rental property to make ends meet. Reza graduated from UC Berkeley and is the General Manager at Vidi Emi, Inc.

Treasurer
Ed Crowley has owned and managed apartments in Albany for over 33 years.

Secretary
J. David Hertzer is the former President of Urban Land Services, a bay area property management firm. He is a Certified Property Manager, CPM, Emeritus, and has been in the property management business for over 45 years.

Francesco Papalia

Elaine Stelton recently became a property owner and manager in Albany when her mother died leaving her a building owned by her family for over forty years. Elaine’s mother, who was a Realtor, sold all of her investment property in Berkeley rather than live under the tyranny of rent control. Elaine honors her mother’s memory by opposing rent control in Albany.
